In order to strengthen our supply chain against foreign interference, require background checks on any individual associated with a contractor who is working on classified or secret projects:
- Applies to any individual associated with the contractor, including subcontractors, who can reasonably be expected to have access to source code, compiled applications, blueprints, schematics, blueprints, manufacture, assembly or shipping of said products.
- “reasonably be expected to” means people who come in contact with classified work as part of their day to day activities, but also includes owners, executives, auditors, systems administrators, etc.
These covered individuals will be required prohibited from having contact with foreign nationals who are employed by their respective governments unless under the explicit direction of the procuring Federal agency.
