Big business should not have free and unfettered access to the private data of United States citizens or foreign nationals visiting on authorized visas. Private data means that data and metadata of an individual which was provided to, submitted to or collected by any other entity (corporation, partnership, etc).
I would support legislation that makes the sharing of this data a crime and punishable by fine payable to the government and distributed to the person or persons whose identifiable data was distributed or accessed. Identifiable data means data that can be used to tie data to either an individual, their access device, or any software on their access device.
Website operators may use same-site cookies or device fingerprints in order to enhance user experience, but the sharing of device fingerprint data of United States citizens should be strictly illegal. Further, businesses domiciled in the United States should be required to recognize the privacy rights of citizens of any other country with which we’ve made bilateral agreements with pertaining to individual privacy.

To the extent that aggregated or anonymized data is shared, it must be done so in a way that shields the privacy of the individuals whose data is contained.
